There's no specific rule... we usually leave it up to the user's judgement.

There is no real specific sizes, its size just needs to be within reason.

Xiya your signature is a good example of size, it is a pretty good sized one because does not make someone have to scroll down too much.

Terrible wording there but, you know..

As small as possible would be best.
With the new layout users will be able to choose how large the sig area is for them in their forum settings. Anything larger than what they chose will get cut off for them, so if people want their whole sig to be seen the ideal size would be the smallest option available to choose from (which isn't decided yet).
