From what it looks like, they just take all the names on the same channel in the same area as you. If you notice, Karlo's mule is on the list as well. Think it's more of an ease setting than having to type out the name (because searching a list of over a hundred people is sooo much easier than typing a name into a box).

That, or someone was trolling and just reported everyone that was in his general vicinity.

lol, they did mention flying, they even had a sneak preview video from bird's eye view.

This case, no, they never released actual news on it.

That they didn't even talk about this report feature makes me wonder if they even check it...

My mule was in Dunbarton :o

It's a list of people last recorded in your chat I'm pretty sure, and they only mentioned the feature on their forums.
