Okay I have determined that whoever made this game is pure evil. All percentile bonuses to AGI are applied before the job bonus.
For example Blade Dancer has a +21% increase to base AGI. Assuming that character is lv50 and has the base agi of 69 (Base derived from cleric, which has a +0% bonus to agi,) after the bonus you have 83 AGI.
Then just go on your merry way calculating
69 +21%
83
+10% Maverick (8.3)
+1% From a talent (.83)
+10% From a cert (8.3)
+2% from a gem bonus (1.66)
=23% (19.09)
102 (rounded down)
But too bad, the info screen says 99. (At this point I think I lost all the sanity I had left.)
Then I had an idea, I checked the same on cleric.
69 + 0%

+10% (6.9)
+10% (6.9)
+2% (1.38)
=22% (15.18)
So... 84(Rounded down)
The info screen says I'm right now, so my fears were right. Agi% bonuses are applied to your base stat only...
