Or is it as easy as going to an open field and spamming bombs on bears?

Dorrens Request might be good! You can just spawn more when ready.

Offering and Sulfur Spider work well when training area of effect skills.

Dorren's Request is Perfect, If you have a friend with you you can do The Other Alchemist mission.

I always thought that New King's Request was a nice place to rank Fireball since the mobs take more damage from Fireball than some of the stuff you encounter in Shadow Missions. Plus the monsters have decently high CP, so that works too.
Oh, and Other Alch is nice too for Boss kills since Golems, for some reason, have ungodly high CP. Might use those for my Magic Master training later.
Dorren's Request is best to spam Fireball for training. But sometime their spawn may be out of range for your Fireball.
Out field, such as gray foxes, or brown foxes at Tir also would work, if you have -CP gears.

I thought Offering was one of the recommended missions? r1 Barriers between the two tents, wait for a lot of spawns, launch.

It took me about 2 and a half hours in Offering from rank F to 1 without mage destiny. I'd go there and wait until there's 3 rounds of spawns and launch one.

This. With -cp gear, I went into Offering Intermediate during double rainbow - then used one of those Magic Skill Training Potions I received from the Quickening.
It was literally 1 rank every time I nuked the spawns. Got from r9 to r2 in less than 20 minutes maybe before I ran out of AP. It shouldn't be too bad if you just stand outside the range of the mobs and nuke every two spawns.

...or you could just do SCC with a Phoenix. That's how I did most of mine.
