From what I recall, you can change gear whenever you feel like it. Or at least I can change spells, anyway. But yeah, you can probably change gear in combat.

I know you couldn't in Oblivion, so it seems odd that, in Skyrim, Bethesda would let you pause the action to strip down and change out your gear while in combat. In the video, the player is clearly not in combat, but he talks about using it against enemies...

You can, and spells too.

Wish I had known that before my battle with the dragon boss.
Used something like 50 potions. Wonder if it works with +health items too.

That would ruin the challenge though!

I'm more interesting in those spells. I'm a beginning mage and my novice spells are cool, but the fire is puny! I can barely even see it.

That's a 2nd Tier Perk in the Destruction Category. Makes Dual-Casted magicks stronger. Those spells are Novice level, in the video.
