I usually use Breton, but this retard in school said he's a level 5 High Elf with 400 MP already. I'm currently a Breton, but I'd start over.

I'd say high elf, they start with an additional 50 magica, and also have the highborn ability, which grants 10x magica regeneration for a minute. My second choice would either be Breton (for the high advantage against mage opponents) or Dark Elf (for the Ancestor's Wrath ability and the resistance to fire, which would really help against dragons).

For damage based magic I think Dark Elves and for everything else High Elves. So it really depends on the build you want, if you want everything go for a High Elf.

Resist Fire: 50% resistance to fire (Passive)
Special Skills:

+10 Destruction
+5 Alteration
+5 Illusion

Why do Bretons have advantage over mage? Cause of their active race ability?

Dragonskin: 50% of magic damage from hostile spells is absorbed for 60 seconds
Magic Resistance: 25% resistance to magic (Passive)
^because of those.

Bretons have the best racial ability in the game
then again
the cat already has 92% magic resistance as a Nord

anyways High elves better than dark elves for what you want
you 100 every skill in the end anyways

he cant have 400 mp at lvl 5 w/o using enchantments to lvl 100 and even getting enchanting alone to 100 gets you to lvl 11 which means he's most likely lvl 25-35 but hasnt lvled from 5 which still plagues me .... he prob just put 5 into enchanting for the perks 100% increased enchant so hes prob really cheating this way lol...
