I'm a vampire on oblivion but I suck at lock picking
I have been using the beggars as a blood source but I got caught by an imperial guard

and tips on lock picking?

Quite honestly I hated lockpicking in Oblivion. There is however an item called a skeleton key, it's an unbreakable lockpick, and it fortifies security by 40 points. You get it from doing "Nocturnal's Daedric quest"

Since the Dark Brotherhood pretty much gives you free food, it's just as simple as killing some random person and voila.
I used to suck at lockpicking until I noticed a very predictable pattern to the game. After that, I was able to pick locks of any difficulty, with just a handful of picks.
The secret is to watch the speed of the pins. The speed at which a pin rises actually allows you to predict how fast it will rise the next time you hit it.
Whenever there is a really fast hit, the next one you know will be slow. The more you pay attention, the more you'll get a feel for it, and then you'll get to the point where you instinctively activate the pin just at the right moment.

I always just kinda leveled my... was it alteration(?) skill by spamming that low level shield spell over and over until i had 75(?) alteration levels so i could use the spell to unlock very hard locks. xD
But if getting the stats from leveling lockpicking is what you're after then I'd try to get the Skeleton Key from one of the daedric shrines.
I don't remember that one being too difficult, but it's been a while. xD
Or get a ton of lockpicks from the thieves' guild if you're in it.
Never been a vampire. xD

I guess the victims have to be asleep and not just paralyzed, huh?
Alteration skill is your friend, I think
That's what the Chameleon skill falls under, right?
I trained that up until I could handle a Chameleon 100% spell. xD
Same effect as Invisibility, but you can also interact with things, since doing things like picking up items, attacking, or opening doors would cause Invisibility to be cancelled.
Oh, but maybe if you're lucky you won't get caught again. D:
I'm just too used to casting a short spell of 100 Charm on a guard and yielding to them so they'll take care of my minor offenses for free. xD

In one of the DLCs you get a "house" that is made for vampires. It is some sort of cave, it comes with an evil servant who will kill people for you in your name (which I think means you still get a bounty on your head), and it has a prisoner who you can feed on any time you want.
