Same thing as people saying fudge/frick or shoot. Also, the "N" word is at times a sense of pride for African-Americans, many use it today on a daily basis, and some view it as a symbol of how different they are now from being enslaved before. There's nothing particularly bad about it(unless you're actually trying to be racist in which case Navy's not); only if you choose to think it is a bad word when it's really just slang nowadays.
