Flank steaks generally aren't ideal for cooking on the grill, since it's generally a tough cut of meat, meaning that cooking it in indirect heat like a grill will make the juices leave the steak, making it even tougher. Flank steak is generally used for pot roasts or stir-frys, and if you're having rice, then stir-fry would probably be more ideal for your wants. If you still want it as a steak, and not cut finely into strips/chunks to stir-fry, then quickly searing the steak and serving it rare would work, even with rice on the side. Though personally, I would stick with the stir-fry for flank steak.
Trust me, I'm a meat cutter in training.

Is it suitable to be sliced thin into meat ala philly cheese steak style

Yes, assuming what you define "Philly cheese steak style" is the same as what I define it as, which is just thin strips of meat, about 1/8" thick, 1" long and about 1/2" wide. Really, as long as you cut the pieces of meat small enough to easily fit in your mouth, and thin (which is the important part), it should be fine.

Well, if you have sandwich bread you could just make sandwiches with it then.
