In the current EAOB I think every skill is capped at rank A? I'm assuming that all skills have lvl20 as a req for rank A and lvl30 for rank 9. I know it's true for Combat Mastery, Smash Mastery, and Strength Mastery, but can't confirm the others yet ^^;

Yes skills are capped at A right now since Rank 9 requires level 30 in order to obtain in EA. Until then your stuck at Rank A for skills to raise to.
