Not sure how GW2 works, but even if it bypasses some handshake (maybe they mean UPnP automatic port forwarding?), the only benefit you'd get is the first time this is done, when the game first connects. Can't see this being a factor in improving latency.
The only way port forwarding could possibly improve performance, as far as I know, is if the game has two modes of connecting. Say for example, if peer to peer is faster but only works if port forwarding is enabled--if the game can't connect using this method, it could try going through a relay server, which could be slower. Dunno if GW2 actually works like this, but this is just to illustrate one possibility where it could make a difference.
Latency has more to do with your geographic location and how your connection is routed.
