Generally speaking I don't turn on Vsync on unless I'm already hitting a smooth 60.

It stops screen tearing if you have that problem. If not... well hell, I don't even know what else it does other than cap framerate.

Ping has nothing to do with pc specs. It's got everything to do with your internet

Are you sure you are testing a server around you, or towards the east/west cities? 1800 sounds wayyyy over what even a bad ping should be

I know this guide was made a long time ago, but someone should not that they slightly changed the custom graphics options that you can change.

Yep, there's a new lighting option and supposedly some old ones were dropped. Too lazy/busy right now to go check it out.

I think rather than dropped I think maybe some were combined

Looks like water reflection, color correction, and part of the blooming effect is affected by shader detail. Model detail is finally fixed. Not sure what Physics or Animation effects change. Lighting effects also changes part of blooming effect and such.
