I Just cleared Cair Basic with another person and I also bought the Party quest.
We cleared the whole boss room but the quest is still on 0.0%.

A bug?

When I use to do those with friends way way back when we were first starting we would always forget to change or set the quest, that is the only reason I can think for it not working.

It's also very annoying to actually remember setting it AFTER killing something in there. They should just change the requirement to clear the dungeon. Also, would it be that hard for them to automatically activate it upon entering the boss room?
