You kind of can. If you get presents from mobs (Goblin Army is a good way to farm them), you can get the Snowglobe item. Using it summons the Frost Legion, which is like a harder version of the Goblin Army with snowman enemies. Each one of the snowmen drops multiple Snow blocks upon death, which you can use to make your own biome. And beating the Legion will let Santa move into your available housing, whether you have a Tundra biome or not.

One of the snowman enemies throws snow blocks. If enough of them spawn, they can make it snow around where ever you fight them. The sheer number of thrown blocks made it start snowing near my spawn area.
