Mental issue or not, trying to remedy the physical aspect of it will indeed help. Not to mention that the punishment itself is well deserved for mentally scarring those innocent children.

Edit: Woopsie. I assumed the "chemical" part was literal.
Honestly, this isn't punishment at all. Punishment would be pouring acid on the guy's woohoo and making sure he was unable to physically rape someone ever again.

I also thought the "chemical" part meant burning it off with acid, which would have been much more suitable.
Melt it off and then give him a straw for when he needs to pee.
