The wiki says "Fishing Rod only" now that I look at it, not sure if that means only the basic kind of fishing rod. I got both increased fishing size and increased auto-success rate my first reforge, can't tell if I'm lucky or not, but hopefully fishing reforges are a) very common on fishing rods, and b) apply to all kinds of fishing rods. I only have access to the basic ones so I can't experiment.

I'm pretty sure its any type of fishing rod, from the basic one to W22. If you use it to fish, it can get the reforge. I'm pretty sure I got auto on a W22. I'll check.
