And to answer your question, you probably don't -need- lullaby and those others first, but the game will give you those first if you walk in with R4 playing without any of those bard skills.

I believe it's that you have to do the quests to obtain knowledge of the skills but you don't need to learn them to contain the later quests.

Also, you DO have to complete the quests in order, so you end up learning them in order. They don't need to go above N though.
