It comes from a monster (looks like a red jelly blob) in the Boat 3 dungeons.
People glitched onto Boat 3 for a while and got a few items from it before Nexon patched the glitch.

Whenever Nexon feels like it, there's no date or announcement.
The whole boat was pretty much done so it will probably come soon.

They'll probably release boat 3 Oct 6th along with Evy, spears, scythes and hammers. But, you never know.

That thread on nexon forums was unstickied and forgotten, the chances of nexon doing anything to people who used hard earned money to buy the items is pretty unlikely.
