I honestly don't give a rat's ass which language we all end up speaking, I'm tired as hell from people speaking 50 million different laguages, bad translations, and no one being able to hold a god damn covernsation with each other. There are too many allowances made to try to facilitate people speaking other languages. I live in the US, and our official language is English. It's harsh, draconian, and certainly screws over some people, but I say if you can't speak it, gtfo.
As for "protecting their own dumb selves" you're combining the two. Someone being a fool and voting on things they dont' understand is still a fool regardless of what language they speak. Read the rest. If you don't understand that which you vote on, you're essentially voting at random. Given two choices to vote on randomly, you have a 50% chance of picking the one that hurts you more. At least if someone is informed they stand better odds of at least picking the option that, since they understand it, agrees with their own beliefs in what is better. They can still be wrong, but at least they actually have a say in the matter.

Discrimination, as others have already posted, happens. Learn the difference between good and bad discrimination. As stated above, I want one damn language. In the US it happens to be English. If it were spanish, I'd say iOle! and tell stupid english-speakers to learn to comprende. (yes I know that isn't grammar friendly). In order for there to be only one language, people who speak other than that one language have to learn a different one and deal. If someone is interested in voting, and had to speak that one language (and read it) then it would behoove them to learn the language. Which is fine by me.
If there is any ignorance going on here, its in thinking people who don't understand what they're voting on won't vote.

The point of the government is to keep people from screwing each other over in an anarchy situation where the strong eventually become dictators. The basic premise behind a democracy is that given thousands of people with thousands of opinions, it's impossible to please everyone, but as long as you go along with the majority, the fewest people get screwed over.
That doesn't work so well in practice, which is why we're not a pure democracy. We're a democratic republic. Our government system inherently understands that the majority of people are stupid effing sheep, and if that flock of baa'ing idiots actually ran things, we'd all be screwed over.

I strongly agree with this, and loved that movie for it. I think if you want a voice, there needs to be some proof of your competence and willingness to improve the way our country is ran. Service in the military or civil service equivalents are an excellent method of doing so, far better than a simple test. But a test is a step in the right direction.
