Yes, but if the skills are capped like they were in MH and in VinCB (where only level 10 was needed for rank 9), rank up button is grayed out.

the skills don't go past like A or 9 for a really long time I thought? I heard it was more than 5 months till they had their first skill able to hit past A.

9k AP here... I'll have 10k before EA is over. But I'll add I don't have a job or much of a life XD Really though not going to bother losing sleep for extra AP, not worth it.
