Even though an average human being wouldn't admit it, but it is true (that is if you are excluding religion from this value count). From an unbiased standpoint (let's say an alien), if humans lived all over the galaxy, then we aren't worthy to abduct as compared to if humans only lived on Earth.

So if the fetus is left to grow, it will eventually be greater than a cat.
The component that makes a fetus valuable is its potential. A cat does not have much potential at all.
Saying that a cat is greater than a fetus is same thing as saying a wooden stick is better than a soldier gachapon.
