Do you know what Japanese people eat on a regular basis? They eat rice. And fish. And vegetables.
Meats in asia are quite expensive. Most people don't consume meat on a regular basis (with exception to fish). Their only real source of fat is from the carbs they get with their rice. Its probably the only thing keeping them from going bone skinny.
They have to walk everywhere. Yes, many people drive, but when you live in a city where taking the sub is actually faster and cheaper than driving, you tend to walk a lot. There are no public school buses, so you do have to walk and take subs/buses. Because they're so crammed together in a populated area there is probably a mall every 10 blocks. Which also means you walk to go shopping.
I'll tell you right now I didn't start gaining weight until I arrived in America and started enjoying all these greasy fatty foods and riding the car to everywhere we ever had to go. And every visit I make to Korea I lose weight.
