Each IMP you buys, they gives out one Goggle Cap per Imp. So yes.

The ones given in the imp inventories are called goggle hats, although there's no difference between the two except in the names.
As for the question, I thought they were always given out with the imps...unless it was an event? o_o

No it isn't the event, they always was given out with every Imp you bought.

which I think was changed to differentiate the two. xD
I'm feeling cheap, so I might just get an Imp.
