It's worth getting rF, after that maybe just r9 for 100% dodge with good timing.
After that the value/ap ratio declines a lot.

It has its fair share of usefulness in PvE, since it lets the user dodge bolt magic without having to go into an awkward Defense usage or delayed pet play. Also useful for dodging arrows when Charge can't be used (ie. dual-wielding/bow/closer than Charge's minimal distance activation).
It's much less useful in PvP.

Since everybody and their mother just spams AR + LB combo, it's easy to time Evasion. If you're standing close enough, you can begin hitting with N before they get AR loaded, and turn the tables.

I use it alot when I have to fight mutiple numbers of wizards&archers.
At first it could only dodge ranged attacks and bolts(meaning you can't dodge alchemy skills)
After g12s4 (or was it g13?) Devcat patched it so you can dodge Water Cannon and Sand Burst.
(and NO you still can't dodge Frozen Blast and Flamer)
For PVP, its like the second to third most important skill used to earn your victory in KR servers.
Its not only used for evading arrows and bolts but also for mind-games well.
Its currently capped at r6 but from r9+ your can roll 2 times in a row.
The downside is that you can't cancle evasion.
If you use it at the wrong time your pretty much done for
ps almost forgot to mention, its not the best, but it IS a DEX passive

Use it when getting mass camped by ranged mobs, or when you need to quickly escape from an aiming arrow/bolt whatever.
I've also seen people use it for movement; rolling to the other side of the monster in Behind the Enemy (for example) to kill it in the circle.
It can also be used in Windmill, so that's a movement plus.

The only problem with thats is, If you use it during a WM motion, you'll go rolling off in a random direction XD

You always roll in the last direction you were running. Although you face what you're targeting.
Easy solution is to take one step towards the enemy before loading Windmill.
