Not too sure but with the lack of mobility with the Tower Cylinder up, I think Water Cannon would be better. Since the range is pretty small with Flame Burst (though I'm not sure what the range bonus is for Flame Burst), you need to be mobile to maximize damage. Flame Burst seems to work better with Chain Cylinder rather than Tower Cylinder.

Since you're immobile with Tower Cylinder deployed, you'll need to take advantage of range. Water Cannon is better geared for Tower Cylinder. However, recognize that Flame Burst can have its uses with Tower Cylinder (like if an enemy is close to you).
I'm pretty sure Chain Cylinder works with Tower Cylinder, if I'm not mistaken.

I've seen videos of players using chain cylinder with the tower cylinder. I'm not a fan of alchemy but I definitely dislike the tower cylinder. The immobility kills the weapon's usefulness.

I love the tower cylinder for frozen blast though.
36 seconds over the usual 18 seconds is cool.
Just remember to put a barrier spike and then prepare that heat buster for additional damage.

What makes me sad is that Tower cylinder can't-
Summon Barrier Spikes
Summon Golems
Cast Shock
So that kills the usage for me... plus... the massive size of it.. I already have enough trouble with-
A B. Sword and Dagger (My FH Newb set..)
Shield and a Fire Cylinder, Crystals, Potions, and Gold.
Also, 5 seconds to Install it.. meaning in most dungeons (the ones that require the chest to be opened for a spawn) you'd be aggroed by the time you start loading a Crystal.

Tower cylinder actually works well in Peaca but you definitely need a party setting to utilise it best.

The tower cylinder will be primarly used in two situations.
1. Difficult solo combat
2. Difficult party combat
It takes too long to set up the tower cylinder when grinding shadow missions (not to mention the lack of versatility) and you'll fall behind your party in average difficulty dungeon rubs/missions.
Despite its flaws, I won't lie, it's awesome looking.

You can cast barrier spikes beforehand to make a fortress but...
The fun part of tower cylinder is casting shock on you first, then switching to tower cylinder. The shock's damage will increase, allowing one with r1 shock and r1 to do 300~400 dmg per hit which in a 30 second duration/2 second interval = 4,500~6,000 area damage that ignores protection and defense in over 30 seconds.

Water Cannon, since it has longer range normally, aswell as its more practical.
