The artist has stated specifically that a private citizen commissioned him to paint that billboard, and it will stay up for at least a month.
It is his way of expressing his displeasure.

Tea Parties isn't just white people. A lot of the Tea Party supporters are the fiscal to the social conservatives. You cannot say that they gear their policies towards the "white" population of the United States. Roughly about 20% of self described Tea Parties member are not white. That may seem like a small amount but the USA demographic is roughly split the same way at a 75/25 ratio.

Although it may be a bit extreme, I'm actually not surprised that this kind of billboard went up. After all, how much has Obama really done about illegal immigration? In an economy like this, people are naturally going to get mad about illegals who take our jobs and social security money.

The U.N. is seen as just more bureaucracy. Just a lot of countries getting together around to talk without much happening. True no one has to listen to the U.N. Even the US ignores the UN when convenient. See Iraq War, UN said no, we still went in.
The UN is totally powerless since it can only recommend actions and not enforce them. So if a country says screw you, we're not going to do as you say. UN can't really do anything about it. Also the UN members are all suppose to pay into a bi-yearly budget but many members are behind. The amount paid is proportionate to the country's "capacity to pay". The US pays 22% of the total of the UN's 4.19 billion dollar budget.
Also note that the UN gets its buildings here in the US rent free among other things for the politicians that come into the US for UN's Meetings, Summits, etc.
Maybe they feel the investment is not worth it for what we get in return.
