Elves, Ranged Attack and Critical Rate

  Technically, as long as you hit two times per click, any race has a theoretical cap of 51% if unhindered by Protection. Whether it be Elf Ranged Attack or Sword/Blunt dual-wielding.

  1 Critical in one click = 30% of happening
  2 Critical in one click = 30% x 30% = 9% of happening
  3 Critical in one click = 30% x 30% x 30% = 2.7% of happening
  4 Critical in one click = 30% x 30% x 30% x 30% = 0.81% of happening
  5 Critical in one click = 30% x 30% x 30% x 30% x 30% = 0.243% of happening

Based on your logic, thunder has an effective crit rate of 83.2% (since there's that much of a chance of it critting at least once in a full charge, assuming the enemy is alive long enough to take all five hits). Not critting x 5 = 0.7^5 = 0.168. 1-0.168 = 83.2%.
