I'm level 23 with RB Heavy armor proficiency and I still cannot wear my Northen Pike Set.

Sorry but what is RB? And yes Lann can wear heavy armor and usually later on when you reach the Blood Prince Set levels, 30+.
You will need at least rank A heavy armor prof (rank 9 preferred I believe). And on top of that you probably also need to enhance every piece of the blood prince set so the weight decreases a bit).

Even with r9 Heavy Armor Mastery and enhanced equipment, you'll still be overweight.
Once you reach level 34, you can buy the Weight Endurance skill book from Ceara. You'll be able to wear heavy armor after you rank up the skill a bit.

Getting a mix of Savage and Pike is a good way to balance weight, and provides enough defense/damage.
If you have no STR mastery though, don't expect to wear Heavy Armor for a while :V

Yes enchace alone does will not work for blood prince
If you have max spear mastery then you could mange
But yea pre 34 wt training
full heavy armor is taboo

You have more important skills... r9 Liberate, Smash Mastery, Critical Hit...
