If you don't have enough dex to get 80% balance on Long Bows, you can always just use LLBs. 194 LLB doesn't really excel at anything, but it has a little bit of everything and is a decent bow to grind levels with. Unless you regularly fight enemies with high protection, damage and range are preferred over critical.
If you really need the crit boost, you can look into 64 or 72 Composite Bows but the ELB or regular Long Bow might have to wait until you have 200+ dex and r1 Ranged Attack.

I have this, along with Caliburn (which also adds crit), on a crit upgraded composite bow. Caliburn ES is a G11 mainstream reward though, so...not that easy to get. Simple comes from Daggers in Alby Basic end chest, also comes from...I think the Strange Books in Rath SM's (I think that's where I got mine :P).
Another crit ES that doesn't really impact negatively on range is Elegant, though I can't recall where I got this from. It certainly wasn't from "Cylinder (Hard Shadow Commander II, Rescue the Scout Shadow Mission Reward)" (which is what the wiki says)

I hunted for Elegant once, and it wasn't a very pleasant experience... Shadow Commander II HM is not a very nice place and all I ever got were Fireball crystals. It's a great enchant, though I've no idea where you could get it other than the wiki's suggestions. Dignified is the improved, +personalize version of Elegant but you have to spam Rundal Adv. or get it from mystery boxes like most people did.

I have a feeling I got it from a Strange Book, perhaps the wiki needs updating? No idea, but I can't even do HM missions (about 180 lvls or more below 1k)

194 path is decent for an LLB, and is good all-around. 190 path will net you more maximum damage at the loss of some critical.

Note that Elegant can also go on boots while dignified is only for gloves.

I'm not sure if he can reach 80% balance with that bow and his current dex, but a crafted Guardian Bow will provide more balance to begin with. I would prefer a 124 ELB for the extra range, but yours is a really good suggestion if he is comfortable with only 1400 range units. The guide you linked to is one of the best around, so he can't really go wrong with any of the suggested equipment in there.

Also, if your going to do adv. A high crit is recommended, I could hardly crit in adv missions when my crit was around 40%, now that it goes 70+ (90 in trans, I could go 100 with a stiff cap....if I wanted to) I crit way more often. My dex is pretty fail for my total lvl though :< (~160)

Depends on the missions you will spam, but if you do Shadow Cast you might want ~60% crit for INT, and ~80% crit for ADV to maximize your critical chance against most of the enemies in there. 194 LLB is a good choice until you can wield the better bows with a higher balance, but if your stiff thief cap and other equips aren't enough to push you towards your desired crit rate, Composite Bows are cheap, easy to upgrade and will get you there at the loss of some range and stun. They also retain decent balance, even after being upgraded.
The guide Sapphireoath linked to has a very comprehensive overview on the preferred upgrade paths for most bows, so you should probably look into the ones that are most suited for you. It's good to have multiple bows to deal with different types of enemies, although enchanted/upgraded long bows are stellar in all areas so you should definitely give them a chance once you can wield them with high balance.
