The best way to check would be to buy something relatively cheap on one character and see if you can take it out with another character, but I would wager that what you buy only applies to the character you are currently logged into.

Confirming that you can NOT inter-account transfer of Cash items even though the Temporary part is shared. - won't let you right click to remove from Temporary.
Also confirming that the "Merc Package" 50% off applies only once, it is that or only gives you the 50% if your previous purchase was a Rookie package.

Well, if you consider current base cost, at 50% it could be considered an investment. 2.9k NX for 100 pots and 10 revivals, I think is a good deal if and only if you got the rookie package. If you buy the package as is at 5.8k then probably not worth it..
Personally, I don't like funding consumable products. only purchase that are perm is worth investing in.
imo, they should do away with the duration based storage thing. the fact they put a 90 day storage on the rookie package doesn't float well with me. it really boiled down to it being 9990 NX for a title.

As for the worthiness of the purchase, it just depends if you work and/or have disposable income or not. I wouldn't spend my post-secondary part-time job money on much, but if you're working full time (or have rich parents) then it's not like it's not useful.

Cash Shop potions are really "OP", they can be used when running and you still get the full healing effect (as opposed to only 100~200 with regular potions), also the "use" animation is really fast, so it almost heals you instantly.
I felt it was really amazing the first time I tried one...
