For the highest INT?
I'm currently sporting the entire scarlet witch set. Should I go with broken ash or sweetie bear or possibly skip both?

Broken Ash is cheap to craft all by yourself, but I personally used both sets because Sweetie Bear is a ton better then Scarlet Witch iirc.
Broken Ash is the highest INT out of all 3 though.

For the highest INT (not including the Tyrant ones): Sweetie Bear hood and boots. The rest of the Broken Ash set (top, pants, gloves).
The Sweetie Bear Hood gives +44 int, the boots give +28 (plus the +3 INT set bonus). The Broken Ash hood only gives +36 Int and the boots only give +27.
Now if you're talking end game best INT: Sweetie Bear Hat (44 INT), Sweetie Bear Boots (28 INT plus 3 Bonus). The Broken Ash Top (51 INT). The Tyrant Pants (37 INT) and the Tyrant Gloves (35 INT). It looks kind of silly all put together though. xD

Personally, I love the sweetie bear set, the only bad thing is that the inner armors all suck with it :\

Personally, I'd just go with full broken ash only because it looks good while maintaining a high int level (but not as high as it could be)

I actually like the Broken Ash + Sweetie Bear set put together. xD The Broken Ash pants are great with almost every top! ._.; The Tyrant set looks weird and bulky - it's supposed to be cloth. D: How can my fragile little Evy actually carry that and still move?!

Using tyrant blood you can convert it into clocth or heavy armor
