Skills with two percentile values means that the attack has two "#Hits" but each of those Hits have a different percentile (and damage type)
Physical Damage Formula:
(ATK - DEF + 900 + extra damage * 6.25)* percentile * (1 + Mastery%)
Magical Damage Formula:
(MATK - DEF + 900 + extra damage * 6.25)* percentile * (1 + Base Mastery% + Mastery%)
Physical Critical Damage Formula:
Damage * [1+ (Critical Skill %) + Will * 0.03/200]
Magical Critical Damage Formula:
Damage * [1+ (Magic Critical Skill %) + (Intelligence [COLOR=Black]+1000)[/COLOR] * 0.03/200]
Gravity Inversion Damage Formula:
(MATK + 10500) * 1/3 * (1 + Mastery%)

If you take a look at that chart, you will notice that int has much more affect than that of str. Str still benefits it though.

But Scythe Evies seem to suffer from poor stamina, so that agility isn't completely worthless from what I gather.

Well, AGI was never said to increase damage, so I don't see anything strange about it.
