Enhanced Inventory Window

Forgive me if this is a really stupid question, but after viewing several posts of player's inventories, I noticed that in some of the primary inventory windows, there is a new section to the left side that features 4 vertical 'Celtic Knot' box sections. How does one acquire this new inventory scheme? Does it involve getting a premium service? Is it something only Royal Alchemists can get? I have been unable to find any clues to the Inventory window in the Wiki. Where can I find a detailed explanation of this enhancement?

those 4 spots are for the treasures of falias that u can get after you complete G12
