[UB]How many NPCs give out Secret PTJs?
It's general knowledge that Edern = Dan 3 Life, Meven = Dan 3 Magic, and Aranwen = Dan 3 Combat.
However, according to the G8 Erinn Walker, Delen also gives out a Dan 3 Life Part-Time Job, meaning there's possibly others. Either that or Nexon lies.
I'm also curious as to what enchants are available as rewards. So far, Meven has provided me with Prophetic and Lightning, both paired with Intricate, on a Comp Bow and Broadsword. Unlike Edern, both were priced at 5x their base cost.
The wiki is terrible as far as this area goes, a lot on the Advancement Tests page is inconsistent even with itself, so I thought we could establish what we know here and somebody can improve the wiki as needed. I'll start...
Meven PTJ (Dan 3 Magic)
00:00 - 12:00 (Report time: 01:00 or later)
Start at Meven > Receive potion from Lassar > Deliver potion to Stewart > Report to Meven
5,450 gold / 1,740 exp[/UB]

I'm not sure about Delen however I know the enchants, they are shared among the three NPCs except for the 5x multipliers.
Fox, Raven, Intricate, Prophetic, Nature, Stiff, Lightning, are the ones I can recall.
Aranwen provides Reliable and Shocking. Meven grants Swiftness. Edern gives Rage.

Except for the multipliers? Meaning the other NPCs don't charge 5x, or the enchants aren't all 5x?
I'll assume that the NPCs who have normal PTJs don't give out secret ones, so I'll run around checking to see if I find any more. I'll need somebody with Dan 3 Combat to do the same, since I won't be able to check that for at the very least 4 more Dan days.

I ment the NPC specific enchants which are the 5x repair multipliers. As for the enchants, I can imagine they work similarly like Edern's advanced weapons; the higher the rank enchant, the higher the multiplier.

(I have Dan 3 Windmill =)
For Aranwen's PTJ...
Talk to Aranwen and get the PTJ
Talk to Aodhan in Emain Macha
Talk to Price (<-- yeah, not a joke)
Talk to Aranwen to finish
I've gotten both Shocking and Reliable enchanted items. It seems that most of the time, the suffix of the weapon is "Intricate" =.=;;)

Did you manage to note how much the weapons cost? Intricate is probably always the Prefix unless one of the special transformation-based ones shows up.

(Shocking was a Prefix (rank 9) so Intricate was a suffix (rank 8)
The Shocking Intricate Broadsword was (from my memory) 8k, Shocking Intricate Composite Bow was 3k. The prices are definitely higher...
EDIT: Sorry, it was Prophetic, not Intricate xDDD
EDIT #2: Forgot my Jirachi telephathy-exclusive parenthesis)

Broadsword base cost is 3,750, Composite is 3,000.
Those prices are much lower than the 18,750 and 15,000 that I paid for normal Intricate ones. Are you sure those are right?

Dan 3 Magic is Lassar, not Meven, unless wiki is wrong. Hasn't been changed from Lassar since the implementation of Dan testing though, so I would assume it's correct. (I personally have no Dan 3 spells, nor do I care to waste my time and AP especially when getting enough participants at the higher ranks is near impossible anymore...)

My next question, I'm not sure if this has been answered before but..
For the special enchants such as
Quickness, will the bonuses apply even when you're not transformed? I'm guessing that the stat skill based ones (Mind of Connous, Power of Order, Body of Chaos, Life of Physis, etc) will always apply, but will the transformation-based ones (Beast Lord, Champion, Falcon, Infra Black) also work while in normal form?

Advancement Arena - Mabinogi World Wiki
Lassar is the repair discount. Meven is the secret PTJ. I even have the quest info in the OP...
Dan 3 tests are fairly common now, since they've been around long enough for more people to acheive Rank 1/Master Title/Dan wins. You can't say how hard it is since you said yourself that you don't even do them. It
was near impossible before, but there's always a Dan 3 for Ice within the first hour on Ruairi. As long as you're there early enough, it's usually not hard to find a test unless you're split between a Combat and Magic one both happening at the same time.

Rank 2-3 magic Dans? Surely you jest. I've camped there for all four hours God only knows how many times without finding a single other participant, let alone two more to be able to take the test at all, and I've had others tell me the same. Recently, too. Granted, I wasn't waiting for the Icebolt Dan test, but why the hell would I want to wait for a test on the worst spell in the game? I'd much rather get Dan 3 on Firebolt or Lightning Bolt, and you'll be hard pressed to get a Dan 2 test on those, let alone a Dan 3. (Didn't say I never tested. I said I didn't have Dan 3. There's a big difference.)
And yes, I was reading the wrong wiki section. If that info is actually correct, by all means put it on the wiki.

Since Dans don't mean anything, why does it matter which skill you get it on? The Magic Dans all give the same benefits, and all the Bolt Master Titles suck. Now, if this were a Combat Dan, I'd probably go for Windmill, Range, or Magnum - since those give discounts on 95% repairs opposed to everything else which is 90%.
I've been at the Advancement Arena every day for weeks and have never seen you there once. The only time I saw you was several months ago, so either you haven't gone recently enough or you're showing up too late. Or not waiting long enough. Dan tests tend to die out by like 6PM, even though they last until 9PM.

(In ALL of these enchants, some of the bonuses WILL BE INACTIVE when you are not transformed. HOWEVER! The ones that require certain stats (Example, Sword of Order at rC or something) these will be active even with no transformation; as long as you meet the requirement. The only ones that NEED the transformed state is the ones that say "(bonus) if Champion/Infra/Beast Lord/Falcon Sage"
Personally, I prefer Spike or Incubus over these enchants....
But I gotta agree with Trigger that there are SOME, not all, skills that do not have windmill testers. For example, I had a really hard time getting my Dan 3 Windmill, because there was no one who wanted to take it. I ended up joining Dan 2 tests until I got enough exp to rank it up.
Even now, in Tarlach, you only see icebolt or range dan testers, seriously.
I guess it's people just thinking Dan Titles are a waste of money/AP. But we all know they're wrong =P
I really love equipping my "Lightning Master of Windmill" because it makes a lot of people go "O_O". From the implementation of Dans, i've only seen ONE other Dan 3 Windmiller)

Dark Knights got ripped off, being the hardest to get since it needs Life Dan, it's the highest ranked, and also the one with the least Str boost, as well as negative instead of positive Damage boosts. And since the Crit only kicks in while transformed, it's pretty much useless. :/

(Yeah, basically o.o
But i believe "Rage" is rA, making it easier to enchant than others like Shocking and Reliable.)
