You can get it from Effie in Qilla, which is the closest. You can also get it from any other lost and founds.

Yeah, you have to pay half it's original price (or was it the price it's currently valued at) to get it back in a blessed state. You can avoid this by quitting mabinogi while the item is dropped and your character is still dead. When you log in outside the dungeon, the item will appear next to your body and you can pick it up without having to pay for it.

If Milletians do not know death, does that mean they are immortal? People die when they are killed. That's how it's supposed to be. But since Milletians live forever, if they reproduce, they'd quickly overpopulate. And they probably stab each other as a joke, knowing they'd come back to life.

I think there's something in mabi that says Milletians cannot reproduce. I'm too lazy to look it up though.
And canonically there are only 2 Milletians (Keith's part time job isn't canon)
