Oh... hell no. NO NO NO NO NO NO NO. Ultima Online back in the day was the BEST PVP ever. The game is balanced around PvP(All games should be...). I'm flabbergasted that I see someone say it's the best PvE. WoW takes that title, and I hate that game...(though to note, I haven't played UO in 8 years)
Balanced around PvP? that ended when EA did the worst choice of their life, and that is taking Richard Garriot off the game, and then proceeded to creating Trammel, killing 90% of the PvP, and then adding insurance system, killing more PvP.
Now the game is PvE focused, and PvP is just meh. The game has changed a crapton in those last 8 years that you haven't played.
Like Ama said, for PvP you're better of with a private shard, best one being Hybrid, since It's pre-aos, and highly populated.
PvP in OSI is scarce, since it is no longer a know-how-to-play thing that let's you win, but rather equipment.
I play UO every year for at least 2 months or so. I just keep coming back to it every now and then, so I know what I'm talking about.
Also, I don't like how you say all games should be focused on PvP. If all games were like that then the MMORPG market would be so much smaller, since there are a lot of people that prefer PvE over PvP, mainly role-players which is where MMORPGs originate from, obviously.
RPGs originate from 100% PvE, and the roleplaying coming out of it, PvP completely kills the RP in most games, players killing themselves for no other reason than grabbing their stuff or in some for nothing, are all these characters psychopaths? No background history to relate the reasons.
I never killed my partners during a PnP session, or never heard of anyone doing the same, because it's about cooperating with them to reach a certain goal.
I'm not saying PvP is bad, but saying all games should be focused on it is silly.
