Well, wiki doesn't say it's available yet, but once it is, it's supposed to be a drop from Crag Cow HM.
I've never seen anyone wear it / talk about it, so I doubt it's in NA yet.

It's not like it's a common drop. They should have the same drop rate as batless dresses from sliab hm
