I am getting mixed results when using my Rank D Blaze.
If I hit the enemy and then quickly use Blaze this seem to guarantee a hit.
When I watch this video:

The girl is able to use Blaze without hitting the enemy first.
When I tried the same method (near the enemy), Blaze sometimes doesn't work.
Is there a radius where Blaze works?

Yea, you will have to get really close to the enemy, and barely click on it to work. You don't get knockdown bonuses though. So, generally, it is better to hit the monster, and then blaze it.

That video is pre-nerf though. You can tell by the huge splash
Now it's gone QQ++
On topic: it's better to hit the monster twice and then quickly load Blaze for more damage (knock back). You could try using a pet or a friend's smash, IS, fireblast, firebolt, etc to knock the monster down for full damage bonus. Also, Combat wand loses as much dura as a regular melee weapon, but more dura when using magic bolts than a regular wand. So don't be afraid to whack things with it ^^
Sometimes lag doesn't help show your actual server position and you think you're near a monster but in reality you're meters a way xD so if you still want to do regular damage just hit the enemy once and then use Blaze to be 100% sure you're near.

I always thought it was something like this
---******
----*****
-----****
--------0
* = Range of Blaze
0 = Player
