Technically, this is impossible. While an MP3 is encoded sound, a MIDI is basically an instruction file telling your computer to play certain sounds. So no, you can't convert MP3 to MIDI unless you create the MIDI yourself.

I've encountered programs that can do the conversion but will only convert the first 10-30 seconds unless you pay for the full version.

Well I guess technology keeps evolving. I'd think that program "listens" to the MP3 and adds the correct notes to a MIDI. But that's pretty advanced, I doubt you could find a free converter.

I had one but it's not free. The technology is pretty amaing, but from use I can tell you that it is not very effective because it tends to capture noise that isn't melodic in nature.
The best is to request for human help or just make an MIDI yourself but it will require some musical knowledge.
