People went crazy, spent millions, grinded missions for a skill that is ---not so worth it? My alchemist friend is R1 and I don't really think he enjoys it very much...
Granted, it is useful for stunning enemies in multi-aggro situations but not really a damaging skill. However, how many times you really need to stun that many enemies other than, well, Peaca Inter? >.>
I see this skill as "party skill" not like an overpowering skill for solo play --like many people thought it would be--, maybe that's why it's not used that often. Maybe they're just doing it wrong.
Should it be that hard to come by? I think not. Useful? Kinda. What do you think?

Of course it is useful, it adds +44 mana for your stats. Also, you can just make the crystals and try to sell it for 10k each on housing board or something stupid.

If you want foreign server's opinion, KR thinks it is pretty useless (they call it "잉어") because it costs way too much for it. They call it the Rich Man's skill.
Only people who capped pretty much everything should go for it unless you party a lot.
and most people in korea who mastered this skill only did so because of the title effect.

While it's a great skill, no doubt about it, the difficulty of obtaining shock crystals coupled with the cooldown time limit this skill's usefulness.

I think the bigger problem is the cooldown combined with short duration.
I guess the title is pretty good if you are one of those people running around with 400+ max damage or something.

Marle come with me in a nice hard dungeon and watch my weak range solo it because I have shock vs me not being able to otherwise.
Also damage is weak? If your talking DPS yes of course its weak but over the 30 seconds it can do 1500-2000 damage to anything within range even in a hardmode dungeon (at r1) not to mention i can "shoot" a shock 2000 range into the middle a mobs and soften them up/kill without even having to fight them then have 1 mob left.
I wish the cooldown wasn't there but anyone who thinks that being able to charge a full fireball while standing in the middle of a bunch of mobs is not good doesn't understand how to use this skill.
Making the crystals isnt bad. Fomor attack int on wednesday drops lots of arats on top floor. Spam that for 1 hour and have 200-400 shocks for the week.

The primary concern is that very few players can obtain the skill, aquire the AP, collect the crystals and utilize the skill effectively without a respectable foundation in other combat roles. While it may be incredibly useful, the average Mabinogi player cannot take advantage of the skill. Even if they could, it likely wouldn't be worthwhile to the average player who doesn't have the time or passion required to fuel the skill when it's actually needed.

Seriously, it's like Fury of Light (which doesn't cost any AP or require any crystals). If timed correctly by 3 people, it can last longer and achieve the same effect (stun) since damage is not as important as the time it buys to charge other skills, like Fireball in Zyrus' example. Of course, it would be better if only one person used the skill but again (I can't help using this reasoning) opportunity cost is way too high for the benefits.
Like many of you have said and I will agree, this skill can only be useful to high level players not because it's the best skill but because there is nothing better to rank! When you have maxed out or gotten the best skills in every tab scarcity pushes you to rank the next-best choice which of course won't be Magic Shields or Animal Taming. In other words, it is nice to have but not a must.

Shock crystals are easy.
1) Set up a party buying arat crystals all week.
2) Collect all the holy water you'll need.
3) Rank 6 synthesis + rank 1 AM + Saturday + rain + RA + delicate melting hat if you can get your hands on melting = lots of shock crystals.
