They refill at 10am pst, so 1pm est, or like 10pm if you're somehow playing from China, etc. Server doesn't matter.

For double future reference, the reference question mark that appears in game windows appears in the token window right next to the words "Silver Tokens".
It's pretty explicit on the mark about when tokens refill, and if the token time changes, the mark will tell you the new time as well.
