I keep hearing how elves are supposed to prioritize crit over dex, but how important is will? Really there haven't been that many skills that raise will, but with g13 axe and crossbow masteries will each give a 1.9% crit boost in terms of will while sword mastery will give 5.4~7.4 (min~max) ranged damage in terms of dex, so which should be higher priority for an elf? :what:

Dex would be better to focus on. Every 10 will is 1% crit and it's much easier to just use enchants and weapon upgrades to gain crit. With Crash Shot however, crit isn't as important anymore. It's still important for Elfs more than humans, thanks to that .5 magnum and .3 Final Magnum or however fast it is. I just recommend finding a balance of max damage and crit. That being said, dex is still more important than will, but you'll gain will naturally.

I don't think there's any real way that you're "supposed" to prioritize between dex and critical. They come naturally as you rank your range/combat/lifeskills. The first skill I worked on for my elf was critical hit over range, but that's because I wanted to keep my cp low to train wm. Technically you don't need wm at all as elf really (like rF is fine), but I just like to have it in a case where I might happen to need to do some melee damage.

You can get Crit through enchants and weapons more easily and effectively than Will from skills. Focus on maxing out dex and do work on Windmill, Fishing and Thunder on the side. Crossbow mastery isn't really that appealing if you're an elf and can reach 90/110/130% critical without using a crossbow, I'd probably leave it at novice myself and rank it after all +dex and most other +will skills are capped.
Edit: Capping the masteries that add to will nets you 3.8% more critical, while capping the masteries that add to dex will give you ~45 max damage while wielding a bow... I'd work on bow mastery and sword mastery before anything else.

It is easier to get critical rate from enchants/items that directly add it. Also, getting critical rate through increasing luck is better than trying to increase luck.
As for the masteries, the ~5 max damage vs ~2% luck isn't noticeable either way. The masteries have low AP requirement anyways, just get both.

Crossbow mastery for elf is pretty useless; the only reason you're really ever going to use crossbow is for dueling situations, so unless that's important to you, I don't really see a point to ranking it. The 2% critical that comes from that isn't really worth the AP unless that's one of the last skills you have to cap. Same goes for sword mastery, 157 AP for 19 dex isn't really worth the trouble unless it's one of the last skills you need to get, barring the incredibly expensive and time-consuming bsmith/tailor lifeskills. I'd most likely get r1 sword mastery before I get anywhere near completing bs or tailor.

157 AP for 19 dex is pretty cheap. Some of the "easy" lifeskills will take a longer time than getting 157 AP for less dex.

I agree. The dex from sword mastery is a bargain in terms of the time spent to r1 for the amount of dex you'll gain from it, besides if you specialize in range you'll find yourself with your combat tab maxed out sooner rather than later and only horribly grindy skills like enchant, blacksmith, tailor or potmaking left to get dex from.

I was thinking more in terms of the standard lifeskills you do for dex such as refine, handi, weaving, and first aid, along with the standard range skills like range, mag, mirage, FS, and CS. I'd rather cap out those for dex before capping sword mastery, since in terms of the skill itself, I'd classify sword mastery as one of the least useful at that because as elf you'll basically never use a sword when warhammers are a much better alternative.
