Oh, I was calculating Ice Magic in general, but you're right, it doesn't affect HS. If I recall correctly from what Tatsigi told me, you can only artisan upgrade the staff.
You have given me a new insight into this magic.
a) Ice Spear deals 1950~2496 raw damage to a single target for a 11 second full charge (+"infinite" potential targets).
b) Hailstorm deals 1500 damage to a single target for an approximate 10.5 seconds initial charge, then you can load up to 5 full crystals.
*) This means Ice Spear would compete with Hailstorm in terms of damage from the fifth target, then it would become more efficient. This is of course assuming you're focusing on different targets.
**) Now, the important thing is that Ice Spear consumes about 140 MP and Hailstorm 177. I could go with more deatail into the numbers but you can tell Ice Spear is potentially more efficient
only when you want to damage different targets.
