No. Though almost exactly the same, the Bengal Tiger is a lesser variant with the all the differences being inferior to Snow Tiger's, these stats being Inventory, Summon Time, and base HP. With changes so minor, I guess it would've costed 14.5k NX if sold seperately.

I do agree it is much for a slightly slower BCO with attack ride abilities and r5 skills, it follows KR's prices in being the most expensive pet at its time. (Most of it is probably riding on the fact that it can attack while mounted.)
To OP, as one who bought the package, I'll tell you my main reasoning for it was to use the Bengal Tiger as a back-up attack mount. I consider any pet that I plan to use in combat with a summon time below 90 min. to be too low for my tastes, mount or not. With the main purpose for my Snow Tiger being dungeon crawling, given how I almost always solo and how long I tend to be in a dungeon with my 3 characters, especially on a very active day, having back-up would be wise. The second not as good reason is that I prefer not to have 2 of the same species of pet in my main account. *Not a fan of monotony when there's many, many pets to choose from* Third reasoning is that would the Bengal Tiger been sold separately or be an unlimited pet, I probably would've just bought the Snow Tiger alone. As I said above, having the Bengal at the same price as the Shire (Taking Snow Tiger's full price into account.) is a good discount if sold separately with my estimates.
As for if I use combat pets? As one with a current total level of 1XX (Quite weak.), pets, especially combat ones, are very useful to me. If I'm ever in a pinch, I play dead and kill everything with pet revolver. Even when not in a pinch or up against tough bosses, I like using them with how fast they run up to the enemy with my strongest ones being able to kill the really weak mooks within a combo or less, with me saving some time, weapon durability, ammo, and MP that would've been used for bolts, and yes I do remember the Griffin, mine was my 2nd go to pet for battle (Possibly 4th now with the tigers.) and a great companion, he's even quite a lucky charm *Remembers seeing a lot of Lucky Finishes executed by him, possibly more than all my other pets*, though my Bengal Tiger might catch up with it already hitting a full Huge Lucky Finish within its first hours of activity.
