It's usefulness depends on the ranks of your skills and the speed of your weapon. Weapon speed is usually only a significant consideration for Human Archers since Arrow Revolver's rate of fire is soley dependent on your weapon speed. Elven ranged combat, on the other hand, requires the player to briefly load each skill before use. This delay allows the player to fire the next projectile as soon as it has finished loading because their refire time is shorter than their load time.
Final Shot improves accuracy and decreases the load time of ranged skills.
Ranged Attack: 0.3 seconds
Final Shot: 0.17 seconds
Magnum Shot: 0.5 seconds
Final Magnum: 0.28 seconds
Crash Shot: 2 seconds
Final Crash Shot: 1.15 seconds
Side note: Stun Duration is inversely proportional to weapon speed and hit count. A Wing Bow and a Short Bow have the same rate of fire but the wing bow has improved stun because of the decreased hit count.
I need to do some research on refire but so far it seems like,
Fastest: ~0.15
Fast: ~0.18
Normal: ~0.24
Slow: ~0.3
If your refire is greater than your load time, you'll be forced to wait out the refire time before you can shoot, even if the skill is loaded. A short bow and a long bow should have the same DPS multiplier when wielded by an Elf unless the player loads final shot. At that point, a short bow would allow for a significant increase in rate of fire when using ranged attack.
You wouldn't notice the difference either way when using Crash Shot. This makes the improved stun duration of the Ring Bow (Normal, 2-Hit) or Leather Long Bow (Slow, 3-Hit) preferable
