Alright, so before i got Heat-buster Mastery a while back, i was so used to hitting 200's with my Water cannon, now i hit roughly 100-150. Mind you i use a Normal Cylinder so i dont get any damage penalty's, im not sure how much the boots (Baking enchant) would give towards Heatbuster.
I use heatbuster alot, unfortunatly it could be considered a spam, however in Hardmode, Heatbuster tends to hit minimum of 990ish~ So approximatly 1000, crit for 2.2k normally. Thats with the title 'Heat Buster Master' Equiped, in future generations i will use flameburst more, but i find its less spamable, and more of an alchemy start-off attack.

Heat Buster is good if you use it a lot, which it sounds like you do.
Royal Alchemist is if you're into general Alchemy, and use a variety of different skills.

You'd probably be better off with Master of Alchemy, then getting the Cressedia set that comes out in g13.

Clear as that, if you want to spam Heat Buster. Of course, if you do that, might as well invest in a Stiff Fire Cylinder.
Don't be too worried about what you do or choose. Alchemy is really versatile, whether with a regular Cylinder or not. But if you feel compelled to have good damage everywhere, keep your Royal Alchemist title. Also, strive for G13's Cressedia set and Master of Alchemy title.

RA Shoes (Baking) give 8 fire damage. Hot enchant gives 8 fire damage.
If you plan on using Flame Burst and Heat Buster more often than Water Cannon, I suggest you use the Heat Buster Title, since you can get the same Fire damage from shoes with either title. Also consider spamming for Heated enchants, which is a +6 Fire accessory prefix. Also definitely go for the Cressida set.

If Heat buster was used in Isolation, I'd say go for maximizing fire dmg / heat buster dmg. But, it's not.
With the RA title and uniform you gain 54 water dmg and 13 fire dmg (we'll consider this +5 because you could replace the shoes)
With the HB title you gain 69~117 HB dmg.
Flame Burst, water cannon x3, heat Buster sounds like your typical attack pattern.
RA:
Flame Burst (r1): +5 x 5 hits = 25 dmg
Water cannon +54 x 3 = 162 dmg
HB +5 = 5 dmg.
RA damage on sequence of attacks: 192 dmg
192 > 69~117
If you charge Flame burst to 5 for the +3 uses to HB.
Flame Burst (r1): +5 x 5 hits x 5 charges = 125 dmg.
Water cannon +54 = 54 dmg
HB +5 = 5 dmg.
184 > 69~117
Go with the RA title.
