Is your mouse wireless? Get new batteries.
Is it wired? You need a new mouse.

If it's wireless. Replace batteries(Derp)
If it's a wired mouse, it may have a short in it. So you'll just need to replace it.

Wireless? New batteries. Doesn't work? Try new new batteries. Doesn't work? New mouse.
Wired? Try new mouse.
Ball? Clean it. Wait no. Get a laser mouse.
New mouses don't work? Try a new port.
Also look at your mouse settings and see if anything is wrong.

Mine used to do that. I would unplug it then plug it back into a different spot, but it'd die again later. I ended up just getting a new mouse, and everything's fine now.

Wired has worked since we got this computer.
