This is my first guide here in guru, and the first ever I've written in my life :xx: so please be kind. Comments, criticism, and helpful tips are welcome. ^^ All the information I'll be including are based on my experience (currently a windmill master) And also some are from wiki(which I give full credit to), and infos gathered all over the net.
This guide is highly recommended for starting players and for those who have fairly low combat points(CP). But I will try and include tips for those people who have high CP as well.

What is Windmill?

Windmill is arguably the most versatile skill in game. It can be used for offense; clearing out dungeon mobs faster... or defense, allowing you to escape from dangerous situations. Windmill applies to any character type builds; melee, archer, or mage. It is highly recommended that you train windmill early! Training it later or doing it after you've raised other high-CP-giving skills can make it harder for you to clear monster requirements in order to advance in ranks. i.e. A gray wolf that would've been labeled "Strong" to you is now.. "Weak" which will force you to find even tougher monsters that has a "Strong" label.. that would be even harder to kill.
Getting the skill:
For Humans:After learning "defense" skill from Ranald, talk to him again about skills. Do the delivery quest he gives you and you will learn about windmill.
For Elves and Giants: Finish the beginner quest "Windmill, the Crown Jewel of Melee Combat."

How to Counter using windmill?
Find a weak monster; white spider, old mimic, country rat.
-Back your character into a wall.
-Lure the monster (either punch it and run to the wall or lure it with ice bolt or any kind of magic that wont kill it)

-Wait for your character to get knocked back/down and activate your windmill. If done correctly, your windmill will load and automatically activate itself on the monster without you having to click the ground.

Hitting Multiple monsters using windmill:
-Surround yourself with monsters. This works well on switch rooms.

-Make sure to have about 4 monsters around your windmill range, and activate wm quickly before they move away.

Checking monster levels:
All monsters have labels that corresponds to your current combat power(CP). If you hold your "Alt" key, you can see it highlighted next to the monsters name.
-Boss
-Awful (also refered to as "Very powerful" enemy in the game's skill requirements)
-Strong (also refered to as "Powerful")
-(No label) meaning the monster is the "Same level" as you.
-Weak
-Weakest
Windmill Partner:
Having a strong friend that can help you kill monsters, will make your windmill training much easier! Make a party and set the finish rule to "Anyone's finish" This works best for killing stronger and harder monsters.. and on later ranks, it would make the "Boss" killing requirement much faster.
Anyone's Finish:
A useful tip to making those "Strong", "Awful", and "Boss" kills easier. Start a party, and change the rule to anyone's finish. Kill the monster however you want, and just make sure you finish them using windmill.

Note: For easier multiple hits, go to dungeons such as Alby normal and hit switch rooms till you have 4 or more monsters around you. For starting players at this level, meek bats and rats should be considered strong to you. =/

Note: For Humans and Elves, if you're having a hard time getting multiple kills, try doing a mix of Strong and Awful kills using the "Anyone to finish" tip. Then finish it off by doing the counter windmill requirement.

Note: Humans and Elves, don't let the numbers discourage you! Mix up those kills! Do alot of ciar normal runs or train outside tir choinal (wolves) field for strong and awful kills. In case you guys are wondering why I don't give tips to Giants xD is coz.. their requirements are pretty much straight forward, and the advice I'm giving to Humans and Elves applies to them as well.
Rank 8: (Things start to get a little difficult from here =X )
For Humans and Elves:
-Kill a "Boss" monster (Humans = 100 times/Elves = 80 times)
-Hit multiple "Strong" monsters (2 times)
-Kill multiple "Strong" monsters (2 times)
-Counter using Windmill (4 times)
-Kill a "Strong" monster (600 times)
-Kill an "Awful" monster (400 times)
-Kill a "Same level" monster (1000 times)
For Giants:
-Kill a "Boss" monster (3 times) lol xD
-Hit multiple "Strong" monsters (4 times)
-Kill multiple "Strong" monsters (2 times)

Note: Humans, Elves, and Giants should try to do Boss kills first (if possible). Here is where your windmill partner should come in. ^^;

-Hit multiple "Strong" monsters (4 times)
-Kill multiple "Strong" monsters (4 times)
-Kill a "Strong" monster (1000 times)
-Kill an "Awful" monster (1000 times)
-Kill a "Same level" monster (2000 times)
For Giants:
-Kill a "Boss" monster (6 times) >.>
-Hit multiple "Strong" monsters (8 times)

Note: Once again for elves and humans, do the boss requirements first to rank it up faster. If you're a starting player your CP should be fairly low and Red Skeletons and Metal ones found in Rabbie normal/basic should be boss, and Spike Laghodesas found in ciar basic can either be boss or awful. Have a friend or a guildmate help you kill while setting the party rule to anyone's finish.
Rank 6:
For Humans and Elves:
-Kill a "Boss" monster (Humans = 300 times/Elves = 200 times)
-Hit multiple "Strong" monsters (10 times)
-Kill multiple "Strong" monsters (10 times)
-Kill a "Strong" monster (2000 times)
-Kill an "Awful" monster (2000 times)
For Giants:
-Kill a "Boss" monster (10 times)
-Hit multiple "Strong" monsters (10 times)
-Kill multiple "Strong" monsters (10 times)
-Kill a "Strong" monster (500 times)
-Kill an "Awful" monster (400 times)
Note: For Humans, Finishing all boss kills will get you up to 75% and doing a combination of Multiple hits and kills will get you to 100%, allowing you to advance to the next rank.
For Elves, finishing boss kills will get you 50% while a total of multiple hits and kills will just push it up to 85% which means you have to kill atleast 300 awfuls or 600 Strong monsters.
Giants' Boss kills and multiple hits/kills would only sum up to 60%, But can be finished off by killing 400 Strong monsters or 135 awful kills.
Rank 5: Windmill Range Increased!
For Humans and Elves:
-Kill a "Boss" monster (Humans = 450 times/Elves = 300 times)
-Hit multiple "Strong" monsters (15 times)
-Kill multiple "Strong" monsters (15 times)
-Kill a "Strong" monster (3000 times)
-Kill an "Awful" monster (3000 times)
For Giants:
-Kill a "Boss" monster (50 times)
-Hit multiple "Strong" monsters (15 times)
-Kill multiple "Strong" monsters (15 times)
-Kill a "Strong" monster (400 times)
-Kill an "Awful" monster (300 times)
Note: For Humans, Finishing Boss kills would give you 67.50% And finishing Multiple hits and kills would allow you to advance to rank 4.
For Elves, A finished total of boss kills, multiple hits/kills can only get you up to 79.5% Which means you can either kill 1050 Awful monsters, or 2050 Strong monsters.
For Giants, A total of Boss kills and multi hit/kills will get you 90%, leaving you to kill atleast 100 awful monsters or 125 Strong monsters.
For all race, at this rank it is recommended that you train your boss requirement at TNN killing zombies..

Rank 4: THE HELL RANK xD
For Humans and Elves:
-Kill a "Boss" monster (Humans = 450 times/Elves = 400 times)
-Hit multiple "Strong" monsters (40 times)
-Kill multiple "Strong" monsters (30 times)
-Kill a "Strong" monster (3000 times)
-Kill an "Awful" monster (3000 times)
For Giants:
-Kill a "Boss" monster (100 times)
-Hit multiple "Strong" monsters (10 times)
-Kill multiple "Strong" monsters (10 times)
-Kill a "Strong" monster (400 times)
-Kill an "Awful" monster (300 times)
Note: Why is it a hell rank? o.o.. Its because this rank has the most awful and strong monster-grinding ever.
For Humans, Boss kills + Multiple hits/Kills can only get you 69%.. meaning you have to get 31% from Strong and awful monsters. Either kill 3000 Strong +100 Awful monsters.. Or kill 3000 Awful + 100 Strong monsters.
You can always mix it up, its just an idea of how much you're going to be killing.
For Elves, Boss kills + Multiple hits/Kills can only get you 66%..(its even more of a pain) Which means you have to kill 3000 Strong +400 Awful monsters.. Or kill 3000 Awful + 400 Strong monsters to get 34%.
For Giants, Boss kills + Multiple hits/Kills = 74%. Either do 400 Strong kills + 25 Awful kills.. or do 300 Awful + 34 Strong monsters to get 26%.
Rank 3:
For Humans and Elves:
-Kill a "Boss" monster (Humans = 1500 times/Elves = 1200 times)
-Hit multiple "Strong" monsters (40 times)
-Kill multiple "Strong" monsters (30 times)
-Kill a "Strong" monster (3000 times)
-Kill an "Awful" monster (3000 times)
For Giants:
-Kill a "Boss" monster (500 times)
-Hit multiple "Strong" monsters (16 times)
-Kill multiple "Strong" monsters (12 times)
-Kill a "Strong" monster (600 times)
-Kill an "Awful" monster (400 times)
Note:
For Humans, Boss kills + Multiple hits/Kills can get you 87%! (better than rank 4 >.>).. meaning you have to get 13% from Strong and awful monsters. Either kill 1300 Strong.. or 1300 Awful. (Or a combination of both)
It is recommended that you do Strong kills, since they're easier to find and kill.
For Elves, Boss kills + Multiple hits/Kills can only get you 78%..Which means you either kill 2200 Strong.. Or kill 2200 Awful monsters to get 22%.
For Giants, Boss kills + Multiple hits/Kills = 78%. Either do 550 Strong kills.. or 370 Awful monsters to get 22%.
Rank 2: Almost there!
For Humans and Elves:
-Kill a "Boss" monster (Humans = 2000 times/Elves = 1500 times)
-Hit multiple "Strong" monsters (48 times)
-Kill multiple "Strong" monsters (40 times)
-Kill a "Strong" monster (4800 times)
-Kill an "Awful" monster (4800 times)
For Giants:
-Kill a "Boss" monster (700 times)
-Hit multiple "Strong" monsters (20 times)
-Kill multiple "Strong" monsters (15 times)
-Kill a "Strong" monster (1300 times)
-Kill an "Awful" monster (600 times)
Note:
At this level, I recommend to run alot of Ciar basics and Rabbie Normal/Basic for those strong and awful kills.
For Humans, Boss kills + Multiple hits/Kills can get you 92%! Wow.. 2000 Boss kills is alot! .. But its definitely worth it and much more easier, than having to look for Strong and awful Monsters. TNN zombies is still the best place do this. You only need to kill 1600 Strong or Awful monsters to get 100%! ^^
For Elves, Boss kills + Multiple hits/Kills can only get you 79.5%..Sadly =/ you need to kill atleast 4100 Strong.. Or 4100 Awful monsters to get 20.5%. T_T
OMGee.. =O For Giants, Boss kills + Multiple hits/Kills = 99.2%!!. Just kill 25 Awful monsters or 50 Strong Monsters and you're done!!!

Final Thoughts/advice:
Training windmill requires alot of time, patience, and determination. But in the end its all worth it. DON'T burn yourself out, take breaks, do different activities if you get bored, annoyed, or frustrated.

Learn how to set goals. for example; Doing about 300 boss kills a day for rank 2, then coming back the next day and doing the same while trying to surprass 300 kills aswell. If you don't have enough AP to rank it then there's no point stressing out on it ^^

If you decide to go for the title, then I suggest continue using windmill in dungeons such as Ciar basic, Rabbie Normal/Basic, Albey Red gem, Rundal and so on.. ^^ Its always best to do Boss kills first, coz its the easiest requirement to do if Zombies are still Boss to you. The title isn't that good, but you get bragging rights and its quite an accomplishment no matter what race/class you are :]
