Let's say that I have a 8/4 raven boots
Does that +8 damage go towards alchemy?
And also, can someone give me a link for like a enchant set for alchemists?

For Water Alchemy I know Water Drop and Moist. They both drop from SCC Inter. WAter drop is your best go, it's on a water cylinder comes with stiff enchant as well(sometimes). Moist has a 10x repair fee, so you probably shouldn't go with that one.

As for your first question, I'm pretty sure that it does not add to your alchemy damage. The damage it would add to would be the melee damage from your cylinder. The damage that would add onto alchemy damage would be enchants that add to the type of alchemy used, such as water drop as Blizaga mentioned.

It does, but it's believed that it gets added at the end after the charge multiplier is factored into your base damage range. So let's say you're using 8/4 raven boots with a fully charged r1 water cannon, whose damage multiplier at 5 charges is 6.5.
Damage without enchants: (119~136) x 6.5 =
773.5~884
Damage with 8/4 raven: (119~136) x 6.5 = 773.5~884 + (4 min) + (8 max) =
777.5~892
However, if you use it with water drop boots (+5 water alchemic damage), the damage bonus gets applied to each charge before the charge multiplier.
[(119~136) + (5 min) + (5 max)] x 6.5 =
806~916.5
So as you can see, alchemy element damage modifiers have more of an impact than regular damage modifiers.

Look at it this way:
Regular damage enchants work best with Melee/Ranged. Regular damage enchants are very gimped for Magic/Alchemy.
You're better off with a combination of Critical and Alchemic damage enchants for Alchemy, much like Critical and Magical damage enchants (These type of enchants come in G13 and onward) for Magic.

Mk, I was wrong lol. It does add damage. I did a test with 10 full charge shots both with and without +max dmg enchants.(yeah I know not that much of a test) I got an average of 853.5 with +12 enchant damage at full charge r4 WC on black dire wolf cubs, got an avg of 823.4 without enchants under the same circumstances(not counting any crits). So it definitely adds damage, just not sure how it adds damage.

Because of Alchemy's low balance, Max damage is less effective than it is for other types of attacks.
+0~10 with 50% balance adds on average +5 to the final damage.
On the other hand, +elemental damage adds to both minimum and maximum.
+10~10 with 50% balance adds +10 to the final damage.
As was pointed out, it is generally better to use +crit for enchant which cannot be +elemental.
Now, as an exception to this--
If you use flame burst as your primary alchemy attack, once have a base +30% crit rate, +max damage is more effective due to the rate of critical hits.

There's a better Cylinder enchant than Water Drop for Water Alchemic damage, called
Wave (available in G13).
It's a r5 suffix for Cylinder, enchantable regardless of rank.
When Water Cannon is r1+, +15~25 Water Alchemy Damage
When Alchemy Mastery is r5+, +18 Water Alchemy Damage
Personalize
Enchant Regardless of Rank
G13 gives a lot of Alchemic Damage enchants. For now, go with Water Drop unless you need +10% Critical.
