at 185xx ap, i have both wisp and mercury at rF.
if you have maxed all the damage skills and still looking for places to spend some on ap (combat/str doesn't really count as dmg for evies), i'd spend those ap on def/lifeflare/will/standingendurance/HP/HPPOT before i spend it on wisp and mercury

I don't think I have personally maxed blink, but I can imagine it would be incredibly useful to have it maxed. There are a couple of occassions where continuous blinks have saved me. Those spider raids come to mind, they cover such a huge range of area that 1 blink is basically not enough if it's coming after you.

Yes completely he owns and will be a major help whether you're soloing or not, plus he's small so he rarely gets hit and he can take some pretty hard hits plus there is no reload times so once he dies you can just BAM pop out another

absolutely not :3 it is only useful on 2 bosses right now really, the werewolf's and the 1st prairie boss that jumps around a lot, other than that absolute waste of time....

That is true, :P but we don't have it yet, so right now it's useless to put AP into unless you have nothing else to rank. By the time we get Mana Pistol, most Evies should have most their stuff maxed. It's not like it costs a lot of AP either. xD So.. ~ until that point, I wouldn't say it's worth it.

As a staff Evie, maxxed Eagle Talon works wonders. It deals a ton of damage and doesn't require me to sit still like fireball, so of course I can work it in. On slow bosses I can lay it right on them, on more mobile bosses I can put it in the general area and they'll likely hit it.
It's also great for clearing weaker mobs.

The wisp actually can go pretty fast...I was doing Brynn's Research today for the dailies, and I decided to pop out a wisp on the boss so I could break all the stalagmites for those STUPID ice crystals, and the thing died in probably only about a minute. And I have mine capped.
I guess wisps are really a matter of opinion and playing style. They're more of a little bit of a boost, I think. I use mine all the time, but I don't think they're really vital to the gameplay.

It stops the movement of all enemies inside the circle for a set amount of time.

Don't forget: It only stops within the circle. As in, the mobs/boss can run around inside the circle and still hit you if you aren't careful. :( It also doesn't work on anything that's too big (Tyrant and Spiders) and nothing that has no legs (xD Well duh, but I wanted to test that out anyways). It also has no effect on ranged weapons, so any boss that is ranged = no go for those. Unless you use it only to keep them standing still.

I find Mercury incredibly useful on bosses who have a rushing skill. Like Black Scar, Kobold Chief, and Stong Ekelch.
Rushing attacks can seriously mess people up. Even Speedy Ekuloch's if you're on hard can kill people.
